Professional organizations in the field of urban planning, architecture, project design and urban public space development.

Any legal entity, individual entrepreneur or a consortium of legal entities or individual entrepreneurs, willing to participate in the competition and registered in the Russian Federation in accordance with the laws of the Russian Federation may become a participant. Foreign legal entities and individual entrepreneurs registered outside the Russian Federation may only participate in the competition as part of a consortium.

During Stage 1 three finalists will be selected based on their submitted portfolios and essays.

During Stage 2 the three finalists will submit their development concepts.

Total prize fund for the competition is 14 000 000 rubles.

Stage 2 prize fund worth of 11 000 000 rubles will be distributed among the two finalists and the winner by the initiator of the competition.

The winner of the competition will receive additional payment of 3 000 000 rubles after submitting their detailed development concept.
